Determination of the number of Judicial Office Holders in Courts and Prosecutor’s Offices
The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH), pursuant to Article 17, item (25) of the Law on HJPC BiH, is responsible for determining the number of judicial office holders (judges, additional judges, prosecutors, deputy chief prosecutors, and legal associates in municipal courts), following consultations with the president of the court or the chief prosecutor, as well as with the competent ministries of justice and finance.
The HJPC BiH periodically conducts a review of the established and systematized number of judicial office holders in all courts and prosecutor’s offices in Bosnia and Herzegovina. In addition, such a review may also be conducted based on individual requests from courts and prosecutor’s offices.
The purpose of the systematization review is to determine the necessary number of judicial office holders required to resolve the total annual case inflow (based on the average annual inflow over the previous three years) in accordance with the applicable provisional quotas. The required number of judicial office holders to resolve pending cases is expressed in terms of the number of years needed to resolve all unresolved cases in a given court or prosecutor’s office as of a specific date.
