Workshop Held: “Application of Criteria for Evaluating the Work of Prosecutors: Analytical Assessment”

The EU4Justice project, funded by the European Union, in cooperation with the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH), organized a workshop “Application of Criteria for Evaluating the Work of Prosecutors: Analytical Assessment”.
Aiming to exchange experiences and improve the application of the Criteria for Evaluating the Work of Prosecutors, the workshop brought together representatives of prosecutor’s offices from across Bosnia and Herzegovina. The focus was on the importance of developing high-quality criteria to ensure objective, consistent, and transparent evaluations of prosecutorial work, as well as assessments of prosecutors’ expertise, impartiality, and effectiveness in decision-making.
At its session held on 18 December 2024, the HJPC BiH adopted new criteria for evaluating the work of judicial office holders in prosecutor’s offices in Bosnia and Herzegovina. The new criteria have been in use since the beginning of 2025. With their adoption, analytical assessment was introduced into the evaluation system for judicial office holders through the inclusion of the qualitative element “Analytical Assessment.” This element enables a more comprehensive and precise evaluation of each prosecutor’s professional competencies.
For the purposes of the workshop, the EU4Justice project engaged former Chief Prosecutor and former member of the High Judicial Council of France, Prosecutor Jean-Marie Huet, who spoke about the application of analytical criteria for evaluating prosecutors from the perspective of international standards and comparative legal practice.
In the practical part of the workshop, participants analyzed the activities carried out to date by prosecutor’s offices in the process of establishing sources of information and preparing analytical assessments, including the opinion of the Deputy Chief Prosecutor and the opinions of the Federal Prosecutor’s Office of FBiH and the Public Prosecutor’s Office of the Republika Srpska.
The workshop is a continuation of activities aimed at strengthening the efficiency, transparency, and quality of the work of prosecutor’s offices in Bosnia and Herzegovina, as well as enhancing the capacities of prosecutors through the exchange of knowledge and experience with European experts.
